Rock Island Forward – #ThisTownRocks

Show Host Contest & Voting Official Rules


  1. Eligibility:Submitting an entry to be the Show Host (participant) and/or voting for an eligible participant as outlined below in these Official Rules for the Development Association of Rock Island (DARI) Rock Island Forward– #ThisTownRocks (the “Series”) is open to visitors to by visiting who are legal United States residents of  Rock Island, Illinois – and are 18 years old or older. Employees and non-employee workers of Economic Growth Corporation, Development Association of Rock Island, Dingeldein Philms, Inc., and their respective parents, subsidiaries, affiliates, and agents, and any agencies or other companies involved in the development or execution of the Series or production or distribution of Series materials, as well as the immediate family (spouse, parents, siblings, and children) and household members of each such person are not eligible to vote. The Series is subject to all applicable federal, state and local laws and Void where prohibited. 
  1. Sponsor/Administrator:Development Association of Rock Island (DARI,) 100 19th Street, Suite #109, Rock Island, Illinois 61201 (“Sponsor.”) Dingeldein Philms, Inc. (dphilms,) 2227 3rd Avenue, Rock Island, Illinois 61201 (“Agency.”)
  1. Agreement to Official Rules:Participation by submitting an entry to be the Show Host and/or voting in the Series constitutes Voter’s full and unconditional agreement to these Official Rules and Sponsor’s/Administrator’s decisions, which are final and binding in all matters related to this Series.
  1. Timing:Sumbission for entries to be the Show Host begin on June 28, 2019 at  9 a.m. Central Time (“CT”) and end on July 5, 2019 at 9 a.m. CT. Voting for the Series begins on July 6, 2019, at 9 a.m. Central Time and ends on July 12, 2019, at 9 a.m. CT (the “Voting Period”). The computer clock of Sponsor’s administrator is the official time-keeping device for the Series.
  1. How to Submit: Show Host Submission Period, Submitters may visit to access the Series information. To be considered for a Show Host, you must send to, the following:
    • A hi-resolution photo of yourself
    • A :30 or longer video telling us why you are a proud citizen of Rock Island, why you love Rock Island and why you should be the show host. (This can be a home video or cell phone video. It doesn’t have to be professionally created.)
    • Your contact information (full name, phone #, email, & home address)
    • A resume of qualifications along with your current place of employment. (You are not required to have on-camera experience.)
  1. Usage Rights / Talent Agreement: By submitting your information to dphilms to be considered for the Show Host, you grant to dphilms/the Producer/Director and/or DARI the right, privilege and license, in perpetuity, to use your name, biographical material/likeness, image, voice, and/or appearance as such may be embodied in any pictures, photos, video recordings, audiotapes, digital images, and the like, acquired during taping and they shall have complete ownership of the program/commercial/footage/photography, including the entire copyright to publicize the “Series,” the services of dphilms/the Producer/Director.

The Producer/Director may:

  1. Video/photograph and record your voice and likeness for the purpose of the production, whether by film, videotape, magnetic tape, digitally or otherwise.
  2. Make copies of the video/photographs and recordings made.
  3. Use your name and likeness for the purposes of education, promotion or advertising of the sale or trading in the photographs, recordings and any copies made.

Furthermore, the photos, video, and master tape remain the property of the dphilms/the Producer/Director and/or DARI and that there will be no restrictions on the number of times, the locations or mediums that my name and likeness may be used. All of this also includes the submission information, photos, and video that you provide to dphilms during the submission period.


  1. Selection Process: dphilms & DARI will review all submissions and pick the top 2-5 based on the criteria listed in #5 and whom they feel will do a great job representing Rock Island.


  1. How to Vote:Voting Period, Voters may visit to access the Series voting form, cast a vote for one of the eligible participants that was selected as a finalist in the Series. Voters must complete all fields in the voting form and follow all applicable instructions to submit a vote in the Series. Limit one vote per person, per device, per Voting Period. By submitting a vote, each Voter confirms that his or her vote complies with all submission requirements and these Official Rules. Sponsor/Administrator, in its sole discretion, will determine whether votes comply with these Official Rules and may disqualify any vote for non-compliance with these Official Rules.


  1. Rock Island Forward – #ThisTownRocks Winner: After the Voting Period concludes, Sponsor/Administrator will determine the winner of the Rock Island Forward – #ThisTownRocks Series by considering the total number of eligible votes cast during the Voting Period for each eligible participant or small business. Sponsor/Administrator reserves the right to make all decisions and determinations, in its sole discretion, in administering the Series. The winner must be available M-F from 7 a.m. – 8 p.m. for filming a series of (8) episodes between July – August 2019, this includes filming the host at each location both in b-roll and the host saying lines and conducting interviews for approx. 2-hours at each TBD location, in Rock Island, Illinois. DARI and dphilms will do their best to work around the winning Show Hosts schedule. If it is determined that this is not possible during this time frame, then a new show host may be appointed by DARI or dphilms at any time.
  1. Winnings: Voters, Show Host Submitters, and Show Host Winner do not receive any monetary winnings. The prize for the Show Host Winner is the fame of being the Show Host for this “Series.” DARI & dphilms have the option to renew the show for more episodes with the option of renewing the Winning Show Host for additional Series.
  1. General Conditions:If for any reason, the Series is not capable of running as planned by reason of infection by virus, bugs, worms, tampering, unauthorized intervention, fraud, technical failures, the use of any method that artificially increases odds of winning, including without limitation Internet bots, Web robots, www robots or any other type of bots or any other causes which, in the sole opinion of the Sponsor, may corrupt or affect the administration, operation, security, fairness, integrity or proper conduct of this Series, Sponsor/Administrator reserves the right, in its sole discretion, to cancel, terminate, modify or suspend the Series, and select the winner, from the votes received prior to the action taken or Sponsor may determine the winner by any other independent research or information Sponsor/Administrator wishes to consider or deems necessary to choose a winner, including but not limited to the following factors:
  • Challenges faced by local small businesses
  • Challenges faced by the town
  • Potential uses for and impact to be made by the award granted as part of the Rock Island Forward – #ThisTownRocks
  • Need for support and services for local businesses and communities.
  1. Any attempt by any person to undermine the legitimate operation of this Series may be in violation of criminal and civil law, and, should such an attempt be made, the Sponsor/Administrator reserves the right to seek damages from any such person to the fullest extent permitted by law. The Sponsor/Administrator’s failure to enforce any term of these Official Rules shall not constitute a waiver of that provision.
  1. Release and Limitations of Liability:Except where prohibited, by participating in the Series, Show Host Submitters, the Show Host winner, and Voter agrees to release and hold harmless Economic Growth Corporation, Development Association of Rock Island, dphilms, Facebook, Inc., Instagram, Twitter Inc. and LinkedIn Corporation, and their respective related companies, parents, subsidiaries, affiliates, agents and agencies, promotional partners, and their officers, directors, employees and agents (collectively, the “Released Parties”) from and against any claim or cause of action arising out of participation in the Series, including, but not limited to: (a) unauthorized human intervention in the Series; (b) technical errors related to computers, servers, providers, or telephone or network lines; (c) printing errors; (d) errors in the administration of the Series or the processing of votes; (e) late, lost, or undeliverable mail; or (f) injury or damage to persons or property which may be caused, directly or indirectly, in whole or in part, from Voter’s participation in the Series. Voter further agrees that in any cause of action, the Released Parties’ liability will be limited to the cost of participating in the Series and in no event shall the Released Parties be liable for attorney’s fees. Voter waives the right to claim any damages whatsoever, including, but not limited to, punitive, consequential, direct, or indirect damages.

Disputes: Show Host Submitters, the Show Host Winner, and Voter agrees that: (a) any and all disputes, claims and causes of action arising out of or connected with this Series or the Award or its associated winner selection and/or notification (the “Series Administration”) shall be resolved individually, without resort to any form of class action, and exclusively by the United States District Court for the State of Illinois or the appropriate Illinois State Court located in Rock Island County, Illinois; (b) any and all claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this Series, but in no event attorneys’ fees; and (c) under no circumstances will Voter be permitted to obtain awards for and Voter hereby waives all rights to claim punitive, incidental and consequential damages and any other damages, other than for actual out-of-pocket expenses, and any and all rights to have damages multiplied or otherwise increased. SOME JURISDICTIONS DO NOT ALLOW THE LIMITATIONS OR EXCLUSION OF LIABILITY FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE MAY NOT APPLY TO YOU. All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, or the rights and obligations of the entrant and Sponsor in connection with the Series and Series Administration, shall be governed by, and construed in accordance with, the laws of the State of Illinois, without giving effect to any choice of law or conflict of law rules (whether of the State of Illinois or any other jurisdiction), which would cause the application of the laws of any jurisdiction other than the State of Illinois.
